Q. How can I control my costs and fund healthcare contributions for my employees?

A. Simple. There are no premiums to pay and members pay reduced rates directly to SAAGII’s network of providers. SAAGII has contracted with these providers and our commercial bank partner to enable SAAGII’s Whealthcare plan members to:

1) Open a unique healthcare account in which the employer determines and controls the company’s healthcare services contribution. The employee then has the option to add funds at any time to cover other healthcare that might not be covered by the employer, and/or

2) Apply for a line of credit.

For example, say you are a company with a total of five employees. You make a decision to fund an annual healthcare cost commitment of $2,500. Each of your employees would then receive $500 in their Whealthcare account from you, the employer, and have access to lower-cost healthcare services through SAAGII’s Whealthcare network.

The average expense per insured American is $6,000 a year on healthcare premiums, and 75% of this population uses less than $500 on actual healthcare services. Traditional insurance provides for no rollover benefit from the unspent balance. With Whealthcare, your employees enjoy the same pre-negotiated rates as are available to large insurers, but pay for only the services that they get. For the average healthy person or family this amounts to huge savings and yet gives them flexibility in meeting their healthcare needs. Even with relatively heavy healthcare usage, their savings are substantial. See Table C. Any unspent balances in their Whealthcare accounts roll over into the next year.

You as the employer have the flexibility to decide just how much to contribute to the benefit obligation for your employee. Then the employee is responsible to contribute the remainder. If the employee decides to extend current healthcare services or add dental, vision, etc. beyond the agreed-upon contribution (any service not offered by employer), that employee can contribute additional funds to the account. This employer thus has the freedom to control, design, and modify the employer given benefits and extent of contribution, while the employees can add contributions or benefits at their own expense as they see fit.

Q. What are the employer/employee fees for Whealthcare membership?

A. SAAGII’s Whealthcare has a low and simple schedule of employer and employee member fees, as shown in Table D.

(Please note: Some or all of your employees’ healthcare contributions may be tax deductible, so they should retain all receipts for their tax records.)

Table E shows the fee structure and minimum balance needed to qualify for services by providers in the network.

Q. Who can sign-up or who is eligible?

A. All employers are eligible. Employers who sign up with SAAGII will save money on their companies’ healthcare costs and still give access to the high quality healthcare that their employees need.

If you thought healthcare coverage was out of the scope financially for you to offer to your employees, SAAGII may be just what you’ve been looking for. With SAAGII’s Whealthcare, employers have complete control as to "what" they want to offer their employees (primary care, dental, vision, or any combination of these and more). Employers decide how much of a financial contribution to make to each employee’s healthcare account with the remainder being the responsibility of the employee.

If, for some reason, you as the employer decide not to directly fund your employees’ healthcare needs, you may want to be sure they have the information on SAAGII’s Whealthcare so that they can best choose and fund their own healthcare needs. Single people, families, and the self-employed can also take advantage of Whealthcare’s benefits.

Q. Is Whealthcare an insurance plan that provides health insurance?

A. No. Whealthcare does not provide insurance. It is a consumer advocacy program that utilizes the same rates insurance companies pay for healthcare within the same networks of providers. Your employees supply the payments at the negotiated rates at the time of service from out of their Whealthcare account, but you have the option of contributing whatever you decide into that account, with the employee depositing the rest.

Q. What if some of my employees want traditional or other health insurance, or they want tax advantaged health savings accounts?

A. SAAGII can meet this need as well, (although with a product other than Whealthcare which is not an insurance product). Some of your employees may want to open a health savings account that requires a high deductible ("catastrophic") insurance, or desire traditional insurance (even if you as employer are paying in nothing or only partly towards it.) SAAGII can arrange that for your desiring employees (distinct from its Whealthcare plan) from a large insurer with the most competitive rates and provider network, at the same price as a direct purchase.

Q. What are the main factors determining the savings with Whealthcare as compared to traditional insurance?

A. Generally speaking, the healthier your employees and their families are overall, the more savings they/you will see with SAAGII’s Whealthcare. However, even with heavy healthcare usage there are substantial savings realized with Whealthcare as can be seen in Table C here.

Q. Does Whealthcare help employees/members with annual/periodic check ups and tests?

A. Yes. The rates for these are also pre-negotiated with the providers, and your employees pay for these themselves (out of their Whealthcare account to which you may choose to contribute what you like, or not at all.) SAAGII strongly encourages everyone to get their usual check-ups and tests done at the recommended frequency, since the prevention of an illness or condition and catching it in its early stages is still the best way for us all to stay healthy, and in the long run, at the least cost.

Q. Can you tell me more about how the SAAGII Whealthcare plan works for both single employees as well as for employees with families?

A. The SAAGII Whealthcare plan is tailored to be cost-effective for the single employee as well as the largest families since its actual healthcare benefits are

1) Purchased at reduced rates, and

2) Based on actual utilization of services

No insurance premium is "wasted" in the case of the employee who happens to need little healthcare services in a given period. In addition, the employee can contribute more funds at any time regardless of how much is contributed by the employer, or the employee with the opening of the account. Unutilized amounts in the account roll over into the subsequent years and are never lost.

Q. What happens to the contributions if the employee leaves the company?

A. Both the employer and the employee are protected:

1) The employer’s unused contribution can be withdrawn from the account; or it can remain in the account for that ex-employee to use; or it can be rolled over to the following year’s total employee healthcare contribution. This last option enables the company to contribute even less the following year.

2) If the employee contributed funds to the account and did not use all of those funds, the remainder would be returned to that employee upon leaving the company.

Q. Can the Whealthcare plan debit card be activated for any unauthorized medical purchases?

A. No. The Whealthcare debit card is for medical purchases only. Some technology checks are in place to discourage any non-medical types of purchases.

Q. How exactly does the Whealthcare debit and membership card work?

A. SAAGII’s Whealthcare debit card makes it easy for your employee and the doctor or other provider to handle the payment portion of the visit effortlessly. `When your employee arrives for the appointment, s/he will show her/his Whealthcare debit card to the office staff. They will verify online if the membership is in status and whether the minimum balance requirement for that type of service is met. They cannot see the actual balance in the account.

At the end of the visit the Current Procedure Terminology (CPT) code for the service you received will be entered online. An invoice based on negotiated rates will be instantly generated by SAAGII’s web enabled software and handed to you. You will pay with your Whealthcare debit card before leaving the office, and that finalizes the case.

Q. Can my employees open up a line of credit and use those funds with the SAAGII Whealthcare plan debit card?

A. Yes. SAAGII has arranged with our commercial bank partner (a financial institution) to accept applications for a line of credit which, when approved, can be used to pay for healthcare services and SAAGII’s registration and administration fees.

Q. Can employers and employees check their account status?

A. Yes. Both can access information regarding their respective contribution amounts and total balance of that contribution amount online or by phone using the account number and security code, just as you would check any ordinary bank account.

Q. Can employers and employees contribute additional funds?

A. Yes. At anytime either the employer or the employee can choose to add any amount to the account.

Q. Is the SAAGII Whealthcare plan debit card in compliance with HIPAA requirements?

A. Yes. SAAGII’s privacy policies and procedures regarding the use and disclosure of protected health information are in compliance with the HIPPA privacy rules.

Q. How large is the Whealthcare service provider network?

A. Currently SAAGII’s Whealthcare has 29,000 participating healthcare providers (medical, pharmaceutical, dental, and vision) in California alone, with expansion underway in other states. Our participating providers include: Pacific Health Alliance; Physician’s Medical Group; Health Line Clinical Laboratories, Inc.; Pacific Imaging; and Valley Radiologists Medical Group, Inc. Through Rx America, Whealthcare also has 55,000 participating pharmacies nationwide that accept the Whealthcare debit card, with cost savings for all your pharmacy needs.

Q. Can I elect to offer dental and vision to my employees at my discretion?

A. Yes. With the SAAGII Whealthcare plan the employer has full control of the plan design. If the employer chooses not to include dental and vision, the employee can then elect and fund those services.

Q. What pharmaceutical benefits does the SAAGII Whealthcare plan offer?

A. Through Rx America, Whealthcare has 55,000 participating pharmacies nationwide that accept the Whealthcare debit card, with cost savings for all your employees’ pharmacy needs.

Q. What does it cost and how do I join?

A. You as the employer only pay a one time group set-up fee, and any optional contribution only if you so choose to your employees’ accounts (this can be $0). Your employees pay the low initial set-up and monthly fees. Both of these are shown in Table D. For receiving service and remaining in status your employees should maintain a minimum balance as shown in Table E.

There are three easy ways to you to enroll and quickly extend healthcare benefits to your employees.

Online: You can click on the "Enroll Now" button shown on any of SAAGII’s web pages and enroll completely online. For making payment by check, see the mail option below.

Call us: You can call us at 1-877-472-2444 and we’ll assist you with the enrollment process, with some steps common to the mail option below.

By Mail: You can download the required forms from our website, complete them, and mail them to us. The steps involved are,

1. Complete the application form.

2. Enclose a check payable to SAAGII that includes your one time group initiation fee.

3. Mail the application form with your check to:

Your employees can also enroll as per the procedure described above.

Once we have all of the requested enrollment information, please allow about two weeks for the actual processing of your enrollment request and mailing of the new SAAGII Whealthcare debit cards to your employees.

Q. When does an employee receive the Whealthcare card?

A. Please allow two weeks for information to be processed and the new WhealthCare card to be issued to your employees.

Q. Can additional family members be added at a later time?

A. Yes? Employees can add additional family members at anytime.

Q. Can employees add friends or guests to the plan?

A. Although non-family cannot be added to an employee’s personal plan, their friends and/or guests can apply for the SAAGII Whealthcare membership on their own. For family members or friends coming here to visit from another country, they can apply for SAAGII membership, too.

Q. What is catastrophic coverage?

A. Catastrophic coverage is essentially a very high deductible insurance plan. It protects your assets in the event you are severely injured or ill, and incur large hospital or other medical costs. One form of catastrophic coverage is the High Deductible Health Plan (HDHP). Apart from protecting you from high financial risk, this coverage is also required if you want to open a Health Savings Account (HSA), which carries tax benefits.

Whealthcare does NOT offer catastrophic coverage. But under separate plans, SAAGII’s licensed health insurance brokers on staff will obtain catastrophic coverage or traditional health insurance through a large health insurer for your desiring employees, at the direct purchase rate.

Q. How do I discontinue the service?

A. If you should decide not to take advantage of SAAGII’s Whealthcare savings for your employees at some point, you can terminate enrollment as easily as when you first enrolled. Simply let us know, via email , U.S. Mail, or a phone call and we will cancel your membership. Any funds you contributed to the healthcare portion of your employees’ account are yours and can be withdrawn at any time (less any balance due for services used to-date.) Likewise, any funds contributed by your employees will be refunded to them.
